If you are concerned that a horse is being ill-treated, contact the British Horse Society (BHS). Give as much detail as possible, including the owner's name, if known, contact details and where the horse is, and what your concern is.
Under the Protection of Animals Act 1911, it is not always possible to take positive action against the owner. Instead, the BHS's correct course of action may be to advise and warn the owner.
If nothing has changed and you are still concerned, report the case again to the BHS.
You may also make a complaint to the police in a true emergency. If they receive a formal complaint, they must investigate.
